Superintendent Bill Husfelt has named principals for J.R. Arnold High School and Deane Bozeman School pending School Board approval.
Keith Bland will assume the post of principal at J.R. Arnold High School.
He states his leadership style as student-focused with proven expertise in motivating youth to achieve goals. He cultivates a collaborative work environment that encourages communication, innovation and refinement of the best instructional practices. He returns to Bay District Schools from the Florida Virtual School where he served as the Instructional Leader since 2006. Prior to 2006, Bland was an administrator at A. Crawford Mosley High School and Apalachicola High School. He also taught and coached at Bay, A. Crawford Mosley and Apalachicola high schools, and Lake Highland Preparatory School in Orlando. He is a 1986 graduate of Bay High School and earned a Bachelor of Science degree in Education from the University of Memphis where he lettered in football. He also earned certification in Learning Disabilities from Florida State University-Panama City and his specialist’s and master’s degrees in administration from the University of West Florida.
William R. “Bill” Payne will be principal at the K-12 Deane Bozeman School.
A 1982 graduate of Bay High School, he was one of 10 students selected from is graduating class for the school Hall of Fame. He earned an Associate of Arts degree from Gulf Coast Community College and Bachelor of Science Degree in Criminology from Florida State University. He served as School Resource Deputy while employed by the Bay County Sheriff’s Office for several years, which sparked his interest in serving the interests of students through education.
He joined the instructional staff at A. Crawford Mosley High School in 1999, completed his master’s degree in Educational Leadership and Administration taking on his first administrative role in 2001. Since 2005, Payne has served as the Assistant Principal for Guidance and Curriculum at Bay High School.
In addition, he holds numerous other educational certifications. He has appeared multiple times in the Who’s Who among American Teachers, is a member of the FSU Garnet Key Society, received the Award of Excellence in Teaching from the Florida Association of Marketing Students and was named the Mosley Teacher of the Month many times. His interest in serving students is found in many affiliations and leadership positions with student, educational and community organizations.
