Two packages with marijuana inside lead to arrests

LYNN HAVEN, Fla. (Press Release) - As a result of a joint effort by local, state and federal investigators, Lynn Haven Police have made arrests in two local drug cases.

On February 28, 2018, a suspicious package was intercepted by U.S. Postal Inspectors. Subsequent to that, a certified K-9 from the Panama City Police Department alerted to the presence of illicit narcotics contained in the package. In the course of the investigation, the package was delivered by law enforcement officers to the intended Lynn Haven residence. As a result, thereof, the package was received by thirty-six-year-old, William Shane Northcutt of Lynn Haven, who admitted knowledge of the contents and gave officers consent to open the package. In excess of one pound of high grade, marijuana, with an estimated street value of approximately $4,000.00 was recovered with Northcutt's arrest. William Shane Northcutt was arrested and charged with Possession of Marijuana with the Intent to Distribute within 1000 feet of a Church.

On March 1, 2018, a second suspicious package was intercepted by Postal Inspectors and again, a certified K-9 from the Panama City Police Department alerted to the presence of illicit narcotics contained in the package. This package too was delivered by law enforcement to the intended Lynn Haven residence, where it was received by, sixty-one-year-old, Linda Mae Harris. When contacted by law enforcement, Harris consented to the opening of the package and in excess of three pounds of high grade, marijuana, with an estimated street value of approximately $12,000.00 was recovered with Harris' arrest.

Also found to be contained in the package was a large quantity of liquid-filled electronic cigarette tops, which are commonly used in the inhalation of liquid THC or its derivatives. Tetrahydrocannabinol (THC) is the active ingredient in marijuana. The packaging of these devices also bore labeling directly affiliated with the use of a controlled substance, specifically, a marijuana derived liquid. In a subsequent interview with Investigators, Harris admitted knowledge of the contents of the package and identified the source of supply for these illicit drugs in California. Linda Mae Harris was arrested and charged with Possession of Marijuana with the Intent to Distribute.
