The state's high court is refusing to hear an appeal from private citizens and environmental groups opposed to moving the Panama City-Bay County International Airport to West Bay.
The opposition wanted the City of Panama City to instruct its two appointed members of the Airport Board not to approve the new airport unless the voters had approved it.
Local Circuit Judge Glen Hess earlier agreed with the city's contention that the Airport Board is an independent body, and the city has no authority over it.
The First District Court of Appeals was the next stop, and the DCA also agreed with Judge Hess.
Thursday the Florida Supreme Court refused to hear the appeal. That action means Hess’ ruling stands intact.
