Commissioners also put plans in place to give the city's marinas a facelift.
The city will pay consulting firm, Bozarth Architecture and Planning, $24,000 to create a master plan for the St. Andrews and Panama City marinas.
The move comes nearly five months after the city shot down plans to swap the marina property for land off of Beach Drive.
Commissioners hope Tuesday's move will put to rest any concern of the marina being lost to a private developer.
