The three cities have received artificial reef grants through the Florida Fish and Wildlife Conservation Commission, but the county's request was turned down.
Okaloosa County Environmental Services Manager Cindy Halsey says the county didn't get it because it proposed sinking parts of an old concrete plant instead of using prefabricated concrete molds.
Eighty four artificial reefs will be lowered into the Gulf of Mexico this year.
The county will be publishing the coordinates of the reefs on its Web site after they are sunk.
