A man is in jail after trying to restrain a girl against her own will.

According to Bay County sheriffs 40-year-old Edward Lee Brown stopped the young girl's bike by abruptly grabbing her handle bars.

The unnamed girl, who under the age of 13, was riding down Beachwood Boulevard in Panama City Beach when Brown told her how pretty she was.

According to the sheriffs, he asked the girl to meet her at another location. After refusing him, Brown held the girl down for about 5 to 10 minutes.

Deputies and investigators later found Brown at 7112 Beachwood Boulevard. Apparently he was packing his car up in an attempt to leave Bay County altogether. He was then arrested and charged with false imprisonment under the age of 13 and failure to register as a convicted felon.

Investigators later learned Brown had recently been released from a Florida prison for attempted sexual battery against another child under 13 and that he hadn't registered in Bay County yet.

Convicted felons are required to register with the sheriff's office within 48 hours of their arrival in Bay County.
