A special investigator for the Florida House of Representatives says he's found probable cause that former Speaker Ray Sansom's conduct created a loss of confidence in the integrity of the House.

The report by special counsel Stephen Kahn noted, however, that those findings do not mean a violation of House Rule 16 on discipline. That can be determined only by Sansom's colleagues in the House.

Speaker Larry Cretul named a special committee Friday to review Kahn's findings.

Sansom, a Republican from Destin, has already been indicted by a Leon County Grand Jury and charged with official misconduct and perjury. He is accused of steering millions of dollars to a Panhandle college where he received a six-figure job when he became speaker.
