Former City Official Gets Legal Break

A former Cedar Grove commissioner won't face trial on fraud charges, after being recommended for pre-trial diversion by the state attorney's office.

Debbie Hobbs is an insurance agent by profession. Five months after taking office in cedar grove she was arrested on 19 felony fraud charges including insurance fraud.

Now, Hobbs is being granted pre-trial intervention on four of the felonies and no action is being taken on the remaining charges.

Last month, Panama City Beach businessman Ray Studdard was granted pre-trial intervention even though he faced more than 80 felony charges.

He was required to pay restitution to several victims.

PTI, as the program is known, allows people to have their charges wiped off their records if they stay out of trouble for one year.
