St. Andrews' First High Rise Condo Hits Stumbling Block

The first high rise planned for St. Andrews has hit a major stumbling block.

The Panama City planning board has come out against rezoning the residential site where a developer wants to build the 14-story condominium.

The developer argued the condo would be unique in that it would attract retirees and local residents, but people living nearby say it's incompatible with St. Andrew's historical and largely residential developments.

"If one lot is converted to commercial more than likely the one next to it could be converted to commercial. The whole waterfront could go," said Dave Swigler, who lives next door to the site.

The planning board voted 4-to-0 against rezoning, but this is just a recommendation. The Panama City commission could decide to allow the commercial rezoning.

Commissioners take up the issue April 27.
