On September 4, Marianna K-9 Officer Bliss Moreau fatally shot 31-year-old Mark Daniels after a high speed chase. Police officers tried to stop Daniels after he drove his SUV through a known drug area in Marianna.
During the chase, Daniels even rammed a patrol car. That's when Moreau fired several shots at the vehicle, hitting Daniels once in the upper body. Doctors at Jackson Hopsital pronounced Daniels dead shortly after paramedics brought him in.
Marianna police chief Hayes Baggett placed Moreau on routine administrative leave after the incident. He has since returned to normal duty.
Hess' office is expected to issue a final report on the incident with the next few days. Hess' finding comes after receiving a briefing Tuesday from Florida Department of Law Enforcement officials.
