Several people claimed Sabiston violated the ethics code by continuing as a City Council member in Georgia while transitioning to his new job at Mexico Beach.
The Ethics Commission ruled the claims were not legally sufficient, and some of the allegations were not in its jurisdiction.
In April, the ethics panel tossed out complaints made against Sabiston by former mayor candidate David Miller.
