Red flags aren't flying Wednesday on Panama City Beach, but at Wednesday’s beach safety summit the talk focused on what to do when they are flying and people are swimming.

Most agree that beach vendors provide a public service since they are required to have lifeguard training. County Commissioner Cornel Brock says the system in place needs to become better organized.

"It's like a tiered system. We've got the most formal being our law enforcement and then we step down through some form of public lifeguards, private lifeguards and then the vendors are there on the beach. It's a multi-tiered system that we need to make sure everybody is complementing each other."

The Tourist Development Council is currently sponsoring a study by a beach safety expert about what can be done to prevent another drowning.
