Destin Doctor Faces 151 Count Federal Indictment
A Destin doctor is facing a 151 count federal indictment for medical fraud and unlawfully and needlessly dispensing painkillers and other narcotics.

A Destin doctor is facing a 151 count federal indictment for medical fraud and unlawfully and needlessly dispensing painkillers and other narcotics.
Dr. Robert Bourlier and his wife used to operate this office in the Miramar Plaza off Highway 98.
The federal indictment contains 130 counts of illegally prescribing and dispensing of drugs such as Hydrocodone, Methadone, Oxycodone, sedatives, Diazepam, and a long list of other powerful narcotics to "doctor shopping" patients who had proven medical need.
Two of the patients died from overdoses.
The feds tacked-on 20-counts of medical fraud because Medicaid, Medicare, and Tri-care ended up paying for the unnecessary drugs.
Patrons of some of the Plaza's other businesses say they noticed unusual and suspicious activity at Bourlier's office before he relocated.
"We'd find hypodermic needles in the parking lot. He had a lot of people come down who were very belligerent and coming into the Credit Union next door when Bourlier's office wasn't open screaming "Where is he?" People came down from Alabama, from Georgia, from north of here in Florida" says Laura Nugent who lives a few blocks away from Bourlier’s office. She says she witnessed this kind of activity very frequently.
Bourlier's wife is his office manager and she is being charged with Obstruction of Justice.
She allegedly removed records, documents, two safes and a duffel bag from their home while agents were searching their medical office.
