The company was once one of the state's biggest road builders. It constructed several major road projects in this area including an eight mile stretch of U.S. 98 in south Walton County and a portion of the four lane of Back Beach Road at Panama City Beach.

The company is based in Chiefland. It was charged with inflating its bills for work on state highway contracts. State officials alleged the company double and triple billed for labor and equipment on some state projects.
White Construction was also ordered to pay restitution and investigation and prosecution costs totaling more than $1 million and fined $60,000.
The charges involving the company go back to the late 1990s and the state has been investigating it for years.
