The Panama City Police Department say 22-year-old Carlos Chavez Gonzalez died early Sunday morning at a local hospital.
The accident happened at the intersection of Harrison Avenue and 19th Street.
Police say the driver of a tractor backed up into Gonzalez, trapping him under the vehicle all the way up to his neck.
Police are still investigating the case.
