Panama City Beach- Notre Dame recruit Matthew James died after falling from a 5th floor balcony at the Days Inn hotel on Front Beach Road Friday evening. The news of his death is sending shock waves throughout college football.

The 17-year-old was one of the most sought after recruits in the country, and recently signed a football scholarship with Notre Dame. He planned to head to South Bend this summer, but those plans tragically ended Friday.

Panama City Beach police say witnesses said James was, "drunk and belligerent," as he appeared to be arguing with someone on the next balcony when he fell.

"Apparently the young man got irritated. He leaned over the balcony shaking his fingers telling the people to mind their own business and at some point as he was leaning over the rail, and unfortunately fell,” Panama City Beach Police Dept. Major Dave Humphreys said.

Shortly after the news broke friends created an impromptu memorial page on Facebook. One man wrote "I didn't even know him, but I am truly sorry for the loss."

A Notre Dame fan posted a blog shortly after hearing the news, saying, "Even though we never got a chance to see Matt play at Notre Dame, he will be a big loss to the Notre Dame family.”

Newschannel 7 also spoke with a student who played against James this past football season.

“I don't really know him really because it was the first year we played, but I had to go up against him a few times. He had great sportsmanship, good guy,” Jason Barito said.

Major Humphreys says police plan to pursue charges against the person responsible for providing James with Alcohol.

The medical examiner's office is conducting the autopsy on Matt James, and Toxicology reports will not be ready for at least 6 weeks.

This makes the second fatal spring break balcony fall in less than two weeks.

Billy...Doing that would be sooo totally absurb. It would not be fair to the responsible people that don't act a fool. Don't punish everyone for the dumb actions of a few.

I am a local native of 52 years now and I guess the balconies need to be fenced in or barred up to prevent these things from happening?And do away with rear balconies.

To Richard who wrote this..."Way to go Panama City Beach. Keep bringing the Spring Breakers in and we'll keep sending them home in body bags." Beg your pardon sir? Care to explain this? Who exactly are you blaming for this? Sounds like your blaming the whole population of the beach. I suggest you think first, sir, before you blog a ridulous comment like that. I could just bet that you are a republican.
