Hunter and Colleague Riley Jordan were arrested last year for allegedly dumping barrels of a liquid containing pesticide on property owned by Columbia Research. It's adjacent to the Gulf Mosquito Control headquarters just off Back Beach Road at Panama City Beach.
The mosquito control district officials allegedly did the dumping to avoid the high cost of disposal.
Judge Sirmons threw out the charges against Hunter after the state's key witness could not say he ever say Hunter dump anything.
The judge also noted there was little evidence of any pesticide dumping in the area.
Judge Sirmons will decide later if co-defendant Riley Jordan's case is to be thrown out as well.
