Police name the 14 individuals facing charges. The PCPD press release follows:

The Panama City Police Department announces the arrest of fourteen (14) individuals for Solicitation of Prostitution, Prostitution and/or related charges. These arrests followed an operation that began approximately one week ago.

The operation usually started in the evening and went into the late evening but some days was conducted during daylight hours. The operation took place near and around the West 19th Street and on West Hwy 98. It was aimed at addressing rising citizen concerns. Recent complaints from local citizens and business owners prompted the operation. The success of this operation serves as testimony to the on-going partnership between the Panama City Police Department and area citizens. Similar operations are expected in the future.

Those arrested and their charges are as follows:

• Lori Michelle Mullnix, 37 years of age, Mullnix was charged with Prostitution,
Possession Of Cocaine and Possession Of Drug Paraphernalia
• Melissa Ann Cook, 41 years of age, Cook was charged with Prostitution
• Sue Ellen Wilkes, 40 years of age, Wilkes was charged with Prostitution, Criminal Use of Personal Identification
• Aledbin Saul Melgar, 26 years of age, Melgar was charged with Solicitation of
Prostitution
• Eddie Roy Jackson, 57 years of age, Jackson was charged with Solicitation of
Prostitution
• Robert Zane Wallace, 30 years of age, Wallace was charged with Solicitation of
Prostitution
• Merlin James Francis, 46 years of age, Francis was charged with Solicitation of
Prostitution
• Jack Anthony Melancon, 50 years of age, Melancon was charged with Solicitation of Prostitution
• James Matthew Lewis, 41 years of age, Lewis was charged with Solicitation of
Prostitution
• Onofre Granillo Hernandez, 51 years of age, Hernandez was charged with Solicitation of Prostitution, Battery On A Law Enforcement Officer, and Resisting Officer With Violence
• Kevin Tauno Graham, 38 years of age, Graham was charged with Solicitation of
Prostitution
• James Edward Bell, 56 years of age, Bell was charged with Solicitation of Prostitution, Resisting Officer Without Violence, and Violation Of Probation
• Al Jefferson Davis, III, 36 years of age, Davis was charged with Solicitation of
Prostitution
• Osama Abdelwhab Elshazly, 56 years of age, Elshazly was charged with Solicitation of Prostitution, and Resisting Officer Without Violence
