Panama City police arrested Richard Albritton, III around 4:30 Saturday morning. They found him passed out behind the wheel of his vehicle on 23rd Street near Highway 98.
Officers woke him up. They say he was acting confused.
Police claim he refused the breath-alizer test, but officers say they noticed an alcoholic beverage in the car. They also allegedly found less than 20-grams of marijuana in his vehicle and drug paraphernalia.
Tis isn't the first time Albritton has been in trouble with the law.
In 2008, he faced hit and run charges after he reportedly backed into a parked vehicle on Harrison Avenue, and then left the scene.
The State Attorney's office fired Albritton after an internal investigation of the incident.
