A Crestview man was arrested Tuesday on charges he used a dog shock collar to punish an 8-year-old and a 4-year-old girl.
Michael Lee Mitchell, 28, of 2494 S. Lakeview Drive, Crestview, was arrested by Okaloosa County Sheriff's police on two felony counts of child abuse.
Police said Mitchell punished the 8-year-old by making her do extreme physical activity, which he called "suicides," until the girl vomited.
The child told investigators Mitchell also put a dog shock collar around her arm after first threatening to put it around her neck. He would make the girl run long distances and if she stopped running, Mitchell would shock her, police said.
Police say investigators from the sheriff's office and Department of Children & Families also were told that Mitchell forced the girl to run alongside of his car for at least three miles. Mitchell also placed the shock collar around the 4-year-old's waist and shocked her for waht he determined was bad behavior, police said.
Police also said Mitchhell admitted to investigators that the punishment was "extreme and over the edge."
Mitchell was taken to the Okaloosa County Jail in Crestview.

None of this is acceptable, and by the way, "suicides" are a common punishment practice in Bay County Schools used by coaches and pe teachers. Ask any kid who's been in our school system for a few years.
Well Your stepfather is probably pulling double shifts in hell for what he done to yall. Can't say as I blame yall for being glad he's dead. The after life is to be looked forward to, as this life is not the end. But some people live such a wicked life, I wonder if God finds it hard to forgive them for it even if they truely beg for forgiveness.
What relationship is this SOB to the gitls mother? Sounds like she may possibly need a little jail time too. Poor kids, what will happen to them?
