Panama City- While emergency officials in Bay County haven't made evacuation orders, they are concerned about residents living in low-lying areas and flood zones.
Even without the threat of Isaac, the ground has already been saturated in many areas due to recent heavy rains.

Bay County officials met at the Emergency Operations Center on Monday morning.
They did not give any mandatory evacuation orders, but they are asking anyone that is staying in low-lying areas, flood zones, or mobile homes should consider heading to a friend's house or a shelter until the storm passes.
In Bay County, Dean Bozeman School is the currently open shelter.

It has room for the general public and for those with special needs.
Officials say to remember to bring pillows, blankets, food, water, and any medication needed.

Officials are also concerned about beach erosion.
In addition, they have a plan in place just in case Isaac churns up leftover oil from the Deepwater Horizon oil spill in 2010.
