The state Ethics Commission has found probable cause to believe Chipley City Councilman William Roger Sloan misused his position to retaliate, or threaten to retaliate against Chipley city employees.
However, the panel dismissed another claim that Sloan intimidated a city employee who was testify in his criminal case. That allegation was tossed because it occurred before Sloan became a council member.
The ethics panel, in another case, says Gulf County Commissioner Tan Smiley did not misuse his position to interfere with a traffic stop involving his son.
The panel also tossed out a claim Smiley had violated ethics rules by proposing Port St. Joe shut down its police department, which had made the traffic stop.
