Guilty Plea Expected in Panama City Beach Kidnapping

JACKSON, Mississippi A man arrested as part of a kidnapping in Panama City Beach is expected to plead guilty Wednesday.

Ruperto Moncillo Flores and Jacobo Feliciano-Francisco were arrested June 27 after a distraught woman walked into a police department in Hattiesburg and said she had been abducted in Panama City Beach.

The woman, who was kidnapped in broad daylight from the front yard of her home on 16th street, had been a witness in a prior human trafficking case that led to convictions in Tennessee and Kentucky.

Flores, of Lawrenceville, Georgia., was arrested as part of the kidnapping investigation, but he was indicted on a charge of transporting a different woman across state lines for prostitution.

The plea hearing scheduled to take place in U.S. District Court in Hattiesburg.

Flores isn't charged with the Florida abduction.
