The former Dock Master of the St. Andrews Marina is in jail in Kentucky on charges filed here in Panama City.
U-S Marshals arrested 49-year old Susan Ann Payne in Warren County, Kentucky, on warrants from Bay County. She's charged with 11 counts of grand theft, and 1-count of tampering with a witness. The charges stem from Payne's time at the marina.
Panama City police say they were contacted about financial discrepancies at the St. Andrew Marina store.
They launched an investigation in August, and say they discovered Payne stole a total of nearly 4-thousand dollars from the store on 11-separate occasions.
They also say she stole a 35-hundred dollar commercial freezer from a marina business.
Payne is accused of trying to influence a marina employee to remove documents from the marina store during the investigation.
Panama City officials fired Payne in September, after several employees came forward with sexual harassment, insubordination, and abusive threatening behavior complaints against her.
Payne is being held in the Warren County jail Kentucky jail, until she's extradited back to Bay County.
