68 year old Douglas Eugene Cotnam of Mount Pine, Arkansas has drowned in Panama City Beach.

Cotnam was pulled from the water around 3:10 Tuesday afternoon and was pronounced dead on the way to Bay Medical/Sacred Heart.

We know of at least two other water resources Tuesday afternoon.

In Laguna Beach, a young boy was pulled out of the water about 4:00 Tuesday afternoon.

Fortunately, he is expected to be okay.

So is a third person who was pulled from the water about 45 minutes earlier.

Double red flags were posted at 3:30 along Bay County beaches.

Flags had been lowered earlier today to single red flags.
