BAY COUNTY-- Commissioners hired local attorney Doug Sale to handle the work.
He'll be assisted by Mark Mustain out off Tallahassee.
They will work with Panama City's city attorney Nevin Zimmerman.
Sale and Mustain will negotiate the project's financing and handle any questions that arise.
Commissioners say they're excited about the legal team and the project itself.
"So we've got the right legal team, to make sure, because those costs are going to be just as important as the infrastructure costs, to make sure if there is anything that goes awry we can protect the citizens and the city," said Greg Brudnicki, Panama City Mayor.
"I think this will be the anchor to help the downtown area improve and just maybe could be another draw from Pier Park and bring the tourist and visitors to downtown Panama City," said Mike Nicols, Panama City Commissioner.
The pre-development drawings call for retail businesses, a hotel, office space, restaurants, a lighthouse, marine park and plenty of parking.
City officials have set July 1 as the deadline for bids on the project.
