Friends of a Spring Breaker who fell to his death from a Panama City Beach balcony this weekend are in absolute shock after learning the news.

Jacob Winkler, 21, was here from Menomonee Falls, Wisconsin. Panama City Beach Police say he fell from a balcony on the 21st floor of the Gulf Crest Condominium early Saturday morning.

"It hurts. It just hurts so bad to know that he won't be around anymore," said Jacob Winkler’s close friend in Milwaukee, Jordan Alexander.

Jordan Alexander became very emotional after learning his close friend died during a spring break trip to Panama City Beach.

"Just a group of friends looking to have a good time," said Alexander.

Police were called to the scene around 2:00a.m. Saturday after the 21-year-old fell from a 21st floor balcony. A few friends gathered at the victim’s school after learning of his sudden death.

"One of our mutual friends called me like ten times and I knew something was wrong," said Alexander.

Emergency responders pronounced the UW Milwaukee student dead at the scene. An autopsy is scheduled to determine the exact cause of death. Friends say what caused the fall isn't clear.

"No one knows details, the real details of what happened," said Alexander.

Those close to Winkler saw the Menomonee Falls native recently transferred to UWM after starting college in Whitewater.

The investigation into Winkler’s death is ongoing but police say no foul play is suspected. This is the second fatal balcony fall in Panama City Beach this year. In January, a 21-year old Callaway man died when he fell off the 10th floor of the parking garage at the Laketown Wharf condominiums.

I think they should have "extendable rails" or rails that can be adjusted for those who do and don't drink. It would help a lot better and those with families can use them also.

Why should those of us who KNOW how to act on a balcony have to look at rails from floor to ceiling?
