A local developer has lost another round in his bid to build high-rise condos at Bay Point.
By a 2 to 1 margin the First District Court of Appeals voted to uphold a ruling by the Florida Cabinet to stop the development plans of Joe Chapman of Panama City.
Chapman had planned to build three high-rise condos at Bay Point, ranging from 10 to 12 stories.
So far almost every local and state agency has sided with Bay Point residents, who said they would fight any building taller than five stories.
Chapman could appeal to the state Supreme Court, but there's no word yet on his next legal move.
