A Panama City mother will appear before a judge Monday morning on charges of child abuse.
Police arrested 49-year-old Susan Harris just after midnight Sunday morning for allegedly abusing her seven-year-old child.
Neighborhoods could hear screaming coming from an apartment on West 17th Street.
Police say the child had bruises on the back, arms, legs and face. The mother says she used a belt, but the child says it was a black wire.
Panama City police also arrested a man Sunday for a different kind of abuse. Authorities say 57-year-old Doyle Wright locked his 80-year-old mother in her bedroom without food and water.
He also allegedly turned off the power to her room. Police say the victim was hospitalized for dehydration.
