3 Charged After Disabled Panhandle Woman Found Handcuffed

BELLVIEW, Fla. (AP) -- Authorities have charged three people after a mentally disabled woman was found handcuffed, bleeding and chained to a sandwich-style billboard in her family's backyard in Bellview which is a Pensacola suburb..
Pensacola area deputies call the incident one of the most brutal cases of abuse they have ever encountered.
Neighbors called 911 early Saturday. A deputy who arrived at the home heard someone crying in the backyard and found the 21-year-old disabled woman bound with pink fur-covered handcuffs and bleeding from the mouth. She was also wearing two large wooden signs around her neck with two metal chains.
The woman's mother, stepfather and a family friend have been charged with aggravated abuse of a disabled adult. The disabled woman and three young boys have been removed from the home.
