Female Sex Offender

A Blountstown woman will spend most of the next two years in a county corrections facility for having sex with a minor.

Last fall, 44-year-old Kim Owings was charged with sexual activity with a child for having sex with a 15-year-old boy. Wednesday afternoon a remorseful Owings pled no contest to the charges.

Then circuit Judge Hentz McClenan sentenced Ownings to 22 months in the Jackson County Jail bed program followed by 10 years of probation.

She'll be listed as a registered sex offender, will have to submit to an annual polygraph and HIV test, and undergo sex offender counseling.

Owings' husband, who turned her in to local authorities, and other family members, were in court supporting her. Neither the victim nor his family were present. The prosecutor explained why the state agreed to the plea deal.

Larry Basford, assistant state attorney, said, "The defendant suffers from a mental disorder and is amenable to treatment. The victim and his parents wanted to avoid the embarrassment and publicity of a trail they agreed with disposition of this manner."

Kim Ownings is not allowed to be within 1,000 feet of anywhere children congregate and she'll also be electronically monitored once she is released from jail.
