Beach Property Owners Upset

Panama City Beach city council members want to set up a means to collect the storm water assessment fee which was passed last year, but a proposed plan isn't going over well with residents.

City council members say they're trying to establish a uniform system to collect assessment fees used for city improvements.

The city's recently enacted storm water fee has already been implemented and collected. But several residents claim the system is an ad valorem tax, which is a tax based on the value of real estate or personal property, and that is something the city charter does not allow in Panama City Beach.

Beach City Manager Richard Jackson told the Thursday night meeting, “This fee will actually have nothing to do with your property value. The fee is set up under the guidelines of the storm water ordinance, which is added to your property tax bill."

City leaders say they'll notify residents and discuss future assessments before levying any more fees.
