Bay County staff members asked commissioners to approve a plan that would allow them to prepare a storm water strategic plan.
Commissioners Mike Ropa and John Newberry opposed the proposal saying they won't approve anything that might need tax support.
Commissioner Cornell Brock went the other way, saying it's time to take care of the storm water runoff system in Bay County.
"One of the things we are really aware of is you just can't allow runoff to run into our bays and into our estuaries and destroy our environment. We have to control the runoff from the development that occurs."
The motion to allow the county staff to develop a storm water plan passed three to two.
