Political activist Thomas Semmes filed the complaint against Yeager because he works for Preble Rish.
Preble-Rish has long-running contract with Gulf County to provide engineering services. Semmes calls that a conflict of interest. But the Ethics Commission staff investigated and says it did not find any violations.
Yeager abstains from voting on Preble-Rish items and all of the real estate management and business development work he does involves projects outside of Gulf County.
