From the outside the Green Spa located at the corner of West 23rd Street and Michigan Avenue, looks like a legitimate massage business, but Panama City police say looks are deceiving.
"Our Special Operations Department at the police department received some information a few months ago that some illegal activity was going on at the Green Spa," said Lt. Robert Luther with the Panama City Police Department.
The business opened about a year ago, offering massage and other services like manicures, pedicures and body waxing, but investigators say the women who worked here also offered to have sex for money.
A Google search on the spa turns-up pages of customer reviews like these: "left me smiling and happy" and "relaxing and tender."
"We found out it's a licensed message establishment and conducted and investigation and confirmed the complaints were true," said Luther.
Investigators arrested 41-year-old Huayue Jin, 40-year-old Zhen Ji Piao, and 54-year old Songzi Cui.
They say Jin and Piao have massage therapy licenses issued by the State Department of Health.
Investigators believe the women may have provided the state with false information.
"Some of the charges are felonies; driving support from the proceeds of prostitution is a felony,” said Luther. “The others are state charges which are misdemeanors."
Tuesday a judge set Jin and Piao's bond at 5,000 dollars.
Cui's bond is 3,000.
Luther said a tip from the public that helped alerted them to this activity.
He is encouraging people to report suspicious activity to their nearest law enforcement agency.
