PANAMA CITY - One project that dodged Governor Rick Scott's veto pen was the 23rd Street flyover.
The $94 million project includes the planning, right-of-way acquisition and construction of the first two phases.
Demolition crews have already have been clearing the way for the new project.
The flyover will allow traffic to flow freely across the Hathaway Bridge by allowing drivers on 23rd Street to bypass traffic going west.
DOT officials say construction on the flyover project will start in 2015 and take four years to complete.
