Bozeman Principal Suspended During Probe

Bay County School Superintendent Bill Husfelt has suspended Deane Bozeman school's Principal while the district investigates his alleged misconduct.

Husfelt sent a letter to Bill Payne Thursday, suspending him with pay, while the school district conducts its investigation. NewsChannel 7 has learned that the investigation involves a potentially inappropriate relationship between Payne and a subordinate.

This comes 2-weeks after former Bozeman book-keeper Holly Julian complained about Payne to the Bay County School Board. She claimed she went to Payne with concerns about sexual comments supposedly made in March by a Bozeman teacher to her daughter's class. She claims her complaint led Payne to retaliate against her.

Julian's attorney Cecile Scoon requested the school board investigate the teacher's classroom comments, Payne's treatment of Julian, and Payne's personal intimate involvement with subordinates, although no one is elaborating on exactly what that means.

Thursday night Husfelt would not go into specifics about the nature of the investigation. "It would be best for him and all involved if he's not on campus or around during this investigation. So, just to be taking caution as we could and to make sure that everything was dealt with as quickly and efficiently as possible. That was the recommendation counsel and I agreed within and that's what's going on right now. We hope the investigation ends next week."

Supt. Husfelt says school board attorney Franklin Harrison will be heading up the Payne investigation. No one from the district staff will be involved.

    Bill Husfelt is the reason why many counties had appointed superintendan positions. Most people do not realize that the buck stops with him. He answers to no one. The school board has nothing to do with his position.He does not answer to them. We need to put on the next ballot & let the people decide if they want an elected or appointed superintendant.

    How about you get rid of Payne and Carpenter both. Carpenter bragged about having "inappropriate relations" with Payne constantly. Besides her lack of morals with an adult, why not look into the "booty" dancing she did with students? How can anyone overlook all the horrible things happening here at Bozeman and only look into Payne? There are several teachers, admin, and Payne that know and took part in all the distugusting things that happened at Bozeman. Please come clean this place up for the rest of us.

      I agree. Administrators,some teachers and coaches all play a crucial part in our children's life,They should be held at a higher standard in the positions they are in. You would be blown away to know that these teachers,coaches,and administrators drink,smoke marijuana at these so called parties. We have 1 or 2 administrators not involved but I think Bozeman administrators need to be moved somewhere else.There is too much favoritism go on.Administrators hiring there friends , things that are suppose to held in confident is spread around the school. This administration is very unprofessional and if you get on the wrong side you are out of there!! So its not just Mr. Payne that's doing the bullying. Wake up School Board and clean house. Maybe you should start interviewing all school employees and parent's.

    I would just like to say tha as a former student of Deane Bozeman (Class of 2011) that in the 7yrs I attended that school, I saw my fair share of favoristism among students and techers but this sort of thing happens at every school. When Mr. Payne became our principal, things looked great, for about a month or so. I have seen first hand and experienced how he favored administartors, teachers and students based on what HE wanted to see. To condemn students and teachers of certain acts and then turn your head as your "favorites" openly discuss AND brag about these same things is asinine. But he did it. I do not have one ounce of sympathy for this man, I do however feel incredibly sorry for his wife and little boy.

    Ok...I agree there needs to be an investigation, and I do not believe Mr.Payne has done any good to the school since the former principal went to Mosley. I think that he has hired some teachers that are not doing the school any good. However, I do not think it is fair to say that the whole administration needs to be replaced. I do think there are a lot of positive admisitrators that are at Bozeman. I have children ranging from Pre-k to middle school in Bozeman and I have had a lot of good experiences with some administration there. Mrs. Cummerford and Mrs. Timmon's both seem to do there job very for Mrs. Bullock, and the two ladies in the front, I believe one of them is Ms.Debbie. I think it is very unfair to blame all of the people at Bozeman when they are just being led to by someone who is not doing there job and they have to do what they are told as we can all tell by the complaints made they would have retaliation against them also...

    While they are digging into Payne's rain of terror at Bozeman. Better look back at his expulsion policy and how kids that have issues get thrown out and not helped. His open door policy was never real. I tried 3 times to see the man and never got past his assistant. Mr Husfelt needs to be reviewed along with his pal Payne. We are so thankful for Holly to have helped pull this one out from under the rug. The staff he used and abused are the victimes here too along with so many childern .

    I know the AP that was "involved" with Payne was moved to Beach Elementary, not because she wanted a transfer, because Husfelt wanted to save her. Why, if he felt this was necessary, were there no consequences to Payne when these "inappropriate actions" were taking place in both of their offices? Did anyone ever wonder why Payne had a sofa in his office?

      Thank you for puting this out there. Also, why did Bill Payne have to have a window cut out in his office? All these decisions where made from higher up...Bill Husfelt.

    I would just like to say thank you to the persons who came forward to start this investigation. There have been too many hurt by Bill Payne and his manipulative , sexist, and unprofessional ways. I would go into details but I will save his family the embarrassment, He knows what he did and how he treated people. I am disappointed in Bay County school system ecspecially Bill Husfelt a "christian man" I truly believe he knew exactly what was going on at Deane Bozeman, yet did nothing about it. Apparently the "Good ole boy" system comes before our children, teachers and community. I think Bill Husfelt should answer truthfully to questions asked of him...but if he decides not to I know God will take care of him.

    Deane Bozeman needs a complete overhaul! Get rid of all of the administrators too! They are just as worthless! If you have any issues, big or small, NOBODY listens! Yes, Holly, there is a lot of favoritism at that school. One cheerleader didn't even make the cut with the tryouts. A few weeks later she made the team anyway because her mamma (who they like) works at the school! Meanwhile, another girl who didn't make the team had to settle as the school mascot because her mamma doesn't work there. Baloney I say! My kids are made to recite the Pledge of Allegiance everyday at SCHOOL. Where is the "justice for all"? Yes Holly, there is a teacher who talks about menstruation and other inappropriate topics during geography. I'm not sure which teacher you are talking about. The one I'm talking about is a nut! The good teachers seem to get replaced fairly quickly. It could be because they actually follow the rules.

      People who live in glass houses should not throw stones. All the people write in like Bubba tell who the teacher is since you seem to know everyhing!!!!!!! Mr. Payne is a good man. Let the Lawyers do thier job.

        And you can also tell who his friends are. You have no idea who this man is and if you really did you would be ashamed to be his friend. By the way I'm not a teacher.

    Mr. Payne is guilty, and it has been covered up to this point. I know that the assistant pricipal was involved as well, and Bill Husfelt knew about it long before it hit the news. That means he lied in the story to the media. Payne is an abusive man and has done no good at Bozeman. I hope that the school board does not cover this up and let him off free.
