Leslie Mosley couldn't believe what she was seeing.
"This is the worst that I've seen," Mosley said.
For hours, she had no where to go because the flood waters were slowly creeping into her yard.
"When I saw garbage cans floating, those made me come out and start taking pictures. When I looked down Santa Anita, I said, 'oh my gosh it's derby island' because that's what it looked like," Mosley said.
Thursday's heavy rains turned her Derby Woods neighborhood into flowing rivers.
Parts of Highway 390 were also under water.
"It was bad 14 years ago, but nothing like this. I mean it's two-thirds the way up to the house," Sharron Glasgow, a Derby Woods resident said.
Pictures from another flooded neighborhood in Hiland Park show homes almost flooded.
The water line on the tire of this car shows how far the water rose.
Neighbors blame the county saying work crews did not install big enough drainage pipes along the road.
"Fix the storm drains pretty much. Where it will be able to drain properly. So that we won't have these problems," Priscille Mcdowell said.
But county officials say they did install the proper drainage pipes. They tell us they rarely have experienced this much rain in this short a time period, more than three inches over the past 24 hours.
Hours after the heavy downpours, this drainage ditch is still having a hard time trying to process all this water.
The old saying when it rains, it pours rang true throughout Lynn Haven. Clean up efforts are now underway.
Most of the water has receded, leaving behind some trash and yard debris.
No total yet on possible flood damages.

Derby Woods is not really a "Lynn Haven" neighborhood. It's a Bay County neighborhood with a Post Office assigned Lynn Haven address. It is not in the city limits of Lynn Haven. So.....it's Bay County officials, NOT Lynn Haven officials who should be looking at this issue.
Just how many times do the same Lynn Haven residential areas have to flood before Lynn Haven management admits the problem is with the drainage/runoff system due to increased development and NOT the "unusual" amount of rain? Probably only when they see the water heading towards THEIR homes.
