Shirley Baker, Executive Director of Human Resources, Bay District Schools explained, "We actually started the summer without a shortage because we had closed some schools and our student enrollment had dropped, but then as the summer went on enrollment increased but unfortunately, housing didn't increase locally, so we did have quite a few teachers that had to leave the area".
