Naked toddler found wandering Panama City IHOP parking lot

PANAMA CITY, Fla. (WJHG/WECP) - An Ohio couple is facing charges in Bay County after a toddler was found wandering naked in the IHOP parking lot in Panama City.

Police say employees arriving for work around 5:30 Friday morning saw the child and wrapped him in an apron. They say the employees then noticed a van in the parking lot with two adults passed out and were unable to wake them.

Officers say the adults, Jordyn Freeman, 24, and Randy McMillin, 27 of West Portsmouth, Ohio were found under the influence of narcotics and narcotics were visible in the vehicle.

They say they also found nine-month-old twins in the vehicle, one so covered in blankets and pillows officers didn't find it until they were searching the vehicle.

According to police, the children had no major medical issues but the twins were wet and dirty from soiled diapers and the toddler was also dirty as well as naked.

Freeman and McMillin are charged with child neglect, possession of methamphetamines, and possession of drug paraphernalia.
