Three locals arrested by federal officials Tuesday morning

Three people from Bay County have been arrested by Federal authorities.

Joshua Daniel Anderson, 40, of Panama City; Shannon Delores Rodriguez, 37, of Callaway; and David Horton, 55, of Panama City were arrested Tuesday morning.

Their charges have not been released, but Rodriguez was arrested by the FBI and Anderson by the United States Marshals.

Horton works for the city of Lynn Haven as the Director of Community Services. Anderson works for Greenleaf Lawn Care, which has a contract with Lynn Haven.

Lynn Haven City Manager Vickie Gainer released the following statement about the investigation:

"The city continues to gather information at the same pace this investigation is taking place. Mr. David Horton, has been charged with allegations of criminal activity. Mr. Horton has been suspended without pay until the city has had the opportunity to review the allegations. The vendor in questioned, Greenleaf Lawn of Care performed lawn care services for the city. In light of the allegations with Greenleaf Lawn Care, the city will be reviewing their contract for possible termination."

Tuesday at 2 p.m. United States Attorney for the Northern District of Florida Lawrence Keefe will hold a press conference about a major investigation into local corruption. Special Agent in Charge Rachel Rojas, the FBI, and Bay County Sheriff Tommy Ford will be at the press conference as well. However, they have not confirmed what information will be released at the press conference. WJHG will broadcast the announcement live on air and on our Facebook page.
