Walton County Schools consultant arrested for bid tampering

DEFUNIAK SPRINGS, Fla. (WJHG/WECP) - A Walton County School consultant has been arrested for bid tampering.

According to the Florida Department of Law Enforcement's Office of Executive Investigations, John Hoard, 49, was the school board's contracted insurance consultant and also the managing partner of an insurance sales company, which submitted a bid for the school district's telemedicine services insurance contract.

FDLE investigators believe Hoard used his position as a paid consultant to learn about a competing telemedicine bid, then changed his company's bid after the bidding deadline.

Investigators say Hoard's bid ultimately won the contract, which gave him a commission from every employee who requested the services, about $1,000 a month.

Investigators began their case into Hoard last October at the request of the Florida Department of Education and Walton County Schools Superintendent Russell Hughes.

Hoard was arrested Monday.
