PANAMA CITY, Fla. (WJHG/WECP) - Plans are moving forward to reduce traffic at what's known in Bay County as "malfunction junction".

The Florida Department of Transportation is planning a flyover for the intersection at 15th Street, Highway 231, and Harrison Avenue.
But Panama City commissioners are concerned that might negatively impact the downtown area. So Tuesday, commissioners voted to have a study done to explore possible alternatives to the design provided by FDOT, with more emphasis being placed on the possible economic impacts on the local community.
City Manager Mark McQueen said, "We don't think that there's going to be any negative impact to the timeline for the construction. There's built-in time for allowing for adjustments in the engineering. We think we can get this assessment done fairly quickly, within the next 30 days and give FDOT several options to consider as they finalize their plan."
Land acquisitions for the project are scheduled to begin later this summer with construction expected to start sometime in 20-23.
