Three Panama City Beach local arrested on child neglect charges

PANAMA CITY BEACH, Fla. (WJHG/WECP) - Five children have been removed from a home on Terrell Street in Panama City Beach after Bay County Sheriff's Deputies were called Wednesday.

Deputies say a concerned neighbor called after seeing four small children outside in the rain by themselves. Deputies say the neighbor took the children to their home and knocked on the door. The neighbor says Jasmin O'Shea, 27, answered the door and was acting strangely. The neighbor says O'Shea was holding an infant at the time.

They say O'Shea gave the neighbor no explanation as to why the children were outside, shut the door, and locked the children and the neighbor out.

Deputies responded and contacted O'Shea. They say she was inside the home with Renaldo Williams, 25. Deputies report the inside of the home was filthy and unfit for children.

Deputies say O'Shea and Williams admitted to using methamphetamine and still being under the influence.

The Department of Children and Families removed the five children from the home. O'Shea, Williams, and Brittany Harkins, 25, who also lived in the home, were charged with five counts of child neglect.
