According to the Panama City Fire Department, the vehicle was down about 15 feet underwater.
Officials said the driver told police she was trying to find a quiet place to study at the marina and meant to press the brake but instead hit the gas pedal and drove through the fence at the end of the dock.
The driver was able to get out and was rescued by a young man who was nearby. He was able to throw a tow strap to her and help pull her out of the water.
No injuries were reported.
